The amendments to the new law were seen as a positive development responsible for strengthening the country’s status as an international and regional hub. Some pre-requisites have been established by the UAE government to grant citizenship to expatriates, such as, first, those applying for citizenship must own property in the country; second, the above-mentioned applicant is required to obtain at least one patent, either for a reputable international body or from the Emirates Ministry of Economic Affairs; thirdly, in the case of a doctor or specialist, they must have a specialization in a single scientific discipline or in one of the essential scientific principles in the UAE. Beyond that, a scientist must be an active member of any university or research center, playing a research role.
In addition, the scientist is required to practice in this field for a period of at least ten years. In the case of an artist or any intellectual who possesses a particular talent, he must be a colonizer in the field of culture and art. In addition, these intellectuals or the artist must be winners of at least one renowned international prize. The new amendment also provides that this citizenship can also be revoked if the applicant has violated any of the above criteria. This person is not considered a resident of the United Arab Emirates once this withdrawal is made.
Despite the introduction of the new law, clarification is still needed regarding a specific criterion that will be required to qualify for UAE citizenship. Moreover, the definition of the term “investor” is not provided for by law, which may be required to assess the receptivity of the nationality of the United Arab Emirates on a case-by-case basis. An advantageous position has been created whereby an ex-pat will invest in the UAE real estate sector, who wishes to have a longer and more stable relationship in the country, both professionally and personally.
