Consultant (Policies, Procedures and Systems Review and Development) at West Africa Network for Peacebuilding (WANEP)

In the realm of peacebuilding and conflict resolution in West Africa, WANEP-Nigeria stands as a beacon of cooperation and collaboration. As the Nigerian Country Office of the West Africa Network for Peacebuilding (WANEP), its mission is to foster mechanisms for cooperation among civil society-based peacebuilding practitioners and organizations in the region. Currently, WANEP-Nigeria is on the lookout for a dynamic consultant or corporate entity to spearhead a critical initiative – the review and development of operational policies, processes, and systems.

Position: Consultancy for Policies, Procedures, and Systems Review and Development

Location: Lagos, Nigeria (Contractual Position)

Purpose of the Consultancy:

The primary goal of this consultancy is to conduct a comprehensive review and drafting of new operational policies, processes, and procedures for WANEP. The aim is to align these with international best practices, ensuring they resonate with the organization’s strategic plan and meet the requirements of relevant donors. The selected consultant will be tasked with an independent assessment of the organization’s systems, engaging with internal and external stakeholders to incorporate pertinent factors. The ultimate objective is to create a robust framework that enhances WANEP-Nigeria’s efficiency and effectiveness.

Expected Tasks of the Consultant:

  1. Conduct an independent assessment of systems and processes, involving travel to WANEP offices in Lagos and Abuja.
  2. Consult with internal and external stakeholders for a comprehensive understanding of the organization’s needs.
  3. Review and update organizational policies to reflect international standards and best practices.
  4. Develop new policies, processes, and procedures in line with global NGO standards.
  5. Ensure alignment of policies with the organization’s strategy, donor requirements, and Nigerian legal standards.
  6. Provide education and consultation to staff on the implemented policies and procedures.

Deliverables:

The consultant is expected to produce detailed and summarized standard policies, procedures, and process documents. Additionally, forms, tools, and templates will be operationalized by WANEP where applicable. Diagrammatic displays of processes may also be required under certain circumstances. The policies and procedures will be categorized under seven lots:

  1. Finance, Internal Control, and Grant Management
  2. Operations, Procurement, Supply Chain, and Administration
  3. Human Resources Management
  4. Code of Conduct and Safeguarding
  5. Program, Monitoring, and Advocacy
  6. Safety and Security
  7. Ethics, Governance, and Legal

Timeframe:

The consultancy will span one month, commencing from the date of contract signing and concluding by January 31, 2024.

Evaluation of Offers:

Consultants may be invited for discussions and presentations to negotiate budgets at WANEP’s discretion. WANEP reserves the right to accept or reject proposals and may republish the request if suitable consultants cannot be selected. Multiple contracts may be awarded to a single or different consultants, and all contracts will be non-exclusive.

Plagiarism:

All policies developed will undergo plagiarism checks to prevent data protection risks, and WANEP retains the right to reject any material failing these checks.

Required Qualifications and Experience:

For Individual and Corporate Organizations:

  1. A minimum of 7 years of professional work experience in a relevant policies category (LOT).
  2. Educational background at the postgraduate level.
  3. Demonstrated skills and experience in policy development and system review.
  4. Familiarity with international donor regulations such as USAID, EU, ECHO, etc.
  5. For corporate organizations, demonstrate skills and experience in organizational system review and experienced team members.
